For new or expanded container port areas, railway access will be planned concurrently, equipped with sufficient arrival/departure tracks and loading lines to minimize intermediate handling.

Operational Efficiency and Innovation

The plan emphasizes streamlined intermodal operations , advocating for improved product quality and efficiency. It supports shifting freight from road to rail ("road-to-rail") and converting bulk cargo to containers ("bulk-to-container"). Major ports like Qingdao will implement coordinated port-rail operations and integrated management systems, employing digital and smart technologies to expedite customs clearance and cargo handling.
